Environmental Compliance Audit Checklist for Manufacturers
Environmental compliance for manufacturers involves navigating a complex web of federal, state, and local regulations. From air emissions and wastewater discharge to hazardous waste management and chemical reporting, the regulatory landscape demands systematic, ongoing attention. This checklist provides a framework for assessing your facility's environmental compliance posture.
Air Quality Compliance
Start with your Title V or synthetic minor permit. Verify that all emission units are listed and permitted, continuous emissions monitoring systems (CEMS) are calibrated and reporting correctly, quarterly and annual emission reports are filed on time, and fugitive emissions from valves, flanges, and connectors are being monitored per your LDAR program. Missing even one reporting deadline can trigger enforcement action.
Water Quality and Discharge
Review your NPDES permit conditions, including discharge monitoring report (DMR) submissions, outfall sampling frequency and parameters, stormwater pollution prevention plan (SWPPP) inspections, and spill prevention control and countermeasure (SPCC) plan currency. Wastewater violations are among the most common environmental citations for manufacturers.
Hazardous Waste Management
Confirm your generator status (LQG, SQG, or VSQG), verify waste characterization and manifesting procedures, check 90-day (or 270-day) accumulation area compliance, review training records for hazardous waste handlers, and ensure Land Disposal Restriction (LDR) notifications are current.
Chemical Reporting and Right-to-Know
Tier II reporting (EPCRA Section 312), TRI reporting (EPCRA Section 313), and community right-to-know requirements often catch facilities off guard. These are areas where independent auditing reveals gaps that internal programs routinely miss.
