ISO 7101:2023 Healthcare QMS: Compliance Requirements for Hospitals and Health Systems
What ISO 7101:2023 Requires
ISO 7101:2023 is the first international standard purpose-built for healthcare organizations. Unlike ISO 9001, it mandates clinical governance structures, clinical risk registers, patient outcome performance indicators, and patient-centered care requirements. It applies to hospitals, health systems, ambulatory care facilities, and clinics — any organization delivering healthcare services — and provides a certifiable quality management framework designed around clinical care rather than general industry.
What Makes ISO 7101 Different From ISO 9001 for Healthcare
ISO 9001 was adapted to healthcare from a general-industry quality framework. ISO 7101 is purpose-built. It includes clauses that specifically require clinical governance, clinical risk identification and assessment, and patient outcome monitoring — structures that ISO 9001 cannot mandate because it was never designed to. The practical consequence is direct: a healthcare organization certified to ISO 9001 is not ISO 7101 compliant.
Key Compliance Requirements
- Clinical governance structure with defined accountabilities
- Clinical risk register with documented risks and controls
- Patient outcome indicators with targets and ongoing monitoring
- Patient feedback mechanisms
- Clinical audit program
- Management review of clinical performance
Certification Body Accreditation
ISO 7101 certification is issued by accredited certification bodies. Organizations should select a body accredited by an IAF (International Accreditation Forum) member accreditation body to ensure the certificate is recognized and defensible.
