The Responsible Care® Management System (RCMS) Explained for Beginners
If your company has joined, or is joining, the American Chemistry Council's Responsible Care® initiative, you will quickly hear about RCMS and RC14001. For someone new to the program, the terminology can be confusing. Here are the basics.
What Responsible Care® Is
Responsible Care® is the chemical industry's environmental, health, safety, and security performance initiative. In the United States it is managed by the American Chemistry Council (ACC). ACC member companies and Responsible Care Partner companies commit to its Guiding Principles and must implement a certified management system.
The Two Certification Options
- RCMS (Responsible Care Management System): a management system defined by ACC's RCMS technical specification, built specifically around Responsible Care® requirements.
- RC14001: combines ISO 14001 environmental management with Responsible Care® requirements, allowing a single audit to cover both.
Companies already certified to ISO 14001, or whose customers value it, often choose RC14001. Companies that want a system tailored to Responsible Care® alone often choose RCMS.
What the Technical Specification Covers
The RCMS technical specification follows a Plan-Do-Check-Act structure covering policy and leadership, planning, implementation, performance measurement, and management review. It covers environmental, health, safety, security, and product stewardship performance, and incorporates Responsible Care® codes such as the Security Code and the Process Safety Code.
How Certification Works
Certification is performed by an independent auditor from an accredited certification body. Certification is repeated on a regular cycle, and companies are expected to report performance metrics to ACC.
